Family Child Care Program (FCC)

The Family Child Care Program (FCC) offers an alternative to center based care. Providers are trained, certified and monitored by the Family Child Care Program. They are qualified to offer child care in their homes aboard the installation.

FCC program is available to patrons who prefer a lower provider/child ratio and a home environment for their child/ren. As mandated, by MCO 1710.30E, the FCC certification process must be pursued if a dependent cares for a child or children for more than  10 child care hours per week. A childcare hour is defined as one child/per one hour. Any home providing care outside the parameters of this definition, who is not certified, is unauthorized.
Options available in FCC are full time, part day, hourly and extended child care services. A list of certified providers may be obtained at the Resource & Referral office located at the Cherry Tree House, Bldg 4415 or from the FCC Director located in the CDC Bldg. 4298.

Parents: Thank you for your interest in the Family Child Care (FCC) Program. Our authorized providers have completed background checks, safety/health requirements, and have received a Letter of Permission to operate a FCC Home. Providers and their homes are different and unique just as families are. Please arrange an interview with the FCC provider prior to leaving your child for the first time to assure compatibility.
 
HOW TO CHOOSE A GOOD CAREGIVER
Here are some items to check for and questions to ask when you are interviewing a potential caregiver for your child:

In the Home:

Is the home kept reasonably clean?
Is there room for children  to play - indoors and out?
Is there a place for naps?
Is the yard and home free of safety hazards?
Is there more than one exit in case of fire?
  About the Caregiver:
Does he/she seem to know a lot about child development and child care?
Does the caregiver seem to truly like children?
Is he/she patient with children?
Can he/she provide references?
What is his/her training in child care?
Does he/she know first aid measures?

Please Note: Fees are set by the family child care provider. Prior to starting care, families should complete a written contract with the provider regarding fees and policies. Emergency contact information along with proof of immunization are also required prior to the child participating in the program.


Becoming a FCC Provider: The FCC program permits individuals lawfully residing in government quarters to care for children of service members and DoD federal Employees in their assigned government quarters. It also allows family members residing in private homes within the city limits of Havelock to register with the FCC Program aboard Cherry Point.
 

Provider Requirements:
Love Children
Be at least 18 years of age, a military family member, and a high school graduate or equivalent
Have the ability to speak, read and write English language
Live in military housing or within the city limits of Havelock
Complete required child care training
Successfully pass health and other background checks
Participate in a home interview with your family members
Have no conviction of, admission to, or evidence of family violence, child abuse and neglect, alcohol abuse or use of illegal drugs
Purchase required liability insurance
Receive Infant/child CPR certification and First Aid Training
  Home Requirements:
Meet fire, health and safety standards
Be clean, pleasant, and orderly
Include space for indoor and outdoor play
Have an operational telephone
Be equipped with visible, working fire extinguisher
Have smoke detectors in sleeping areas
Have two unobstructed exits
